It became evident that GRPI should be cautiously positioned
in this context to avoid duplication or superimposition of
work plans. Discussions held by national institutions recommended
to establish a combination of the ongoing working groups as
a first step to launch the activities of GRPI-Peru. A task
force, namely the Grupo Multisectorial,
was formed in April 2004 and
conducted the following activities during Phase 1:
An assessment of institutional frameworks, structures and
mandates concerning the analysis, development and administration
of policies related to GRFA, traditional knowledge, access
and benefit sharing, agrobiodiversity, biosafety, and in
situ and ex situ conservation.
Preparation and dissemination of a publication
on agrobiodiversity, genetic resources, traditional knowledge
and in situ conservation.
Organization of three workshops (in
Iquitos, Cajamarca and Lima) under the coordination of indigenous
and local communities and local partners in each city, with
inputs from COPPIP, IIAP, INIEA, INDECOPI and Instituto IDEAS,
among many others.
Periodic meetings of the Grupo
Multisectorial whose mission,
among others, has been to provide general oversight to the
activities of Phase 1. These meetings were aimed at coordination
for additional participatory processes.
General coordination of GRPI activities to ensure the participation
of an ample range of stakeholder groups and disciplines (biology,
sociology, economics, etc.). In this context, several information-sharing
and planning meetings were held in Iquitos, Cajamarca and
Lima with a wide range of institutions.
The Peruvian Society for
Environmental Law (SPDA) was designated to act as national
coordinator of the activities described above. Over the 10-month
cycle of the work plan, additional institutions were invited
by the task force to expand its composition or enrich the
deliberations on policy topics. Activities of this first phase
in Peru finished in May 2005. The Grupo
Multisectorial submitted a Phase
2 proposal on June for its approval by the ISC. The following
activities are described in the proposal “Consolidating
and Implementing Policies and Laws Related to Genetic Resources
Conservation, Sustainable Use and Management”:
