A first scoping mission was undertaken in January 2004 to identify institutions and stakeholders working or interested in policy-making as they relate to GRFA. Initial contact was made with the Vietnam Agricultural Science Institute (VASI), Hanoi Agricultural University (HAU), the Ministry of Science and Technology (MOST), the Rural Agro-enterprise Development Centre, VECO (an NGO) and the Environment Protection Agency, among others.
 
 
  Working from an appreciation of the country’s sectoral activities, institutional cultures and overall scientific capacities, authorities and members of a national task force executed a work plan for the first phase of GRPI-Vietnam.
   


A task force was established following the results of an information-sharing and planning meeting held in Hanoi (March 2004) and a series of meetings of stakeholders in the same city (September to November 2004). HAU and MARD (the Ministry of Agriculture and Rural Development), on behalf of the task force, produced a work plan that included the following activities:

Identification of a team to conduct the policy survey, i.e. GRPI-Vietnam's DA. Such team was formed following the recommendations of the first meetings of the task force.

Identification of representative provinces for the survey using criteria such as high diversity of genetic resources, diversity of livelihoods, accessibility and feasibility of the survey. The following provinces were included in the DA: Lao Cai, Hoa Binh and Nam Dinh in the North; Hue and Dak Lac in the centre; and Can Tho in the South.

Identification of a list of stakeholders to be interviewed (e.g. local authorities, cooperatives, farmers, commune leaders, private sector, women unions, policy makers, Ministry of Finance, Ministry of Trade, research institutions, youth unions, representatives of science and technology, crop seed associations and NGOs, among others). The tools used for this consultation included round tables, focus group meetings, one to one interviews and a questionnaire.

Preparation of a background paper focusing on management of GRFA, international agreements, seed systems and seed certification requirements. The paper "Management of genetic resources in Vietnam: A review of policies and needs" was produced by the task force in early 2005.

Compilation and analysis of relevant information and documentation gathered during the DA.

Organisation of a series of task force meetings and two national workshops to discuss the findings of the DA and make recommendations for a second phase of GRPI-Vietnam.

Activities in the field related to the policy survey were finished in December 2004. The task force invited relevant stakeholders to a first workshop in January 27, 2005, to analyse the results of the survey. A second national workshop that provided the basis to prepare a Phase 2 proposal was organised on March 29, 2005. A first draft of such proposal was sent to the GGCO in June 2005; its components are:

Modelling of a PGRFA conservation and sustainable use strategy.
Informal seed system policy research and development.
Awareness raising of GRFA.

GRPI is implemented by Bioversity and IDRC. Financial support is provided by The Netherlands Ministry of Foreign Affairs, BMZ/GTZ, IDRC, Rockefeller Foundation, CIDA, and Bioversity. National and sub-regional partners are making contributions in kind. An International Steering Committee (ISC) provides strategic and operational guidance for the project.
