Coordination in West and Central Africa (WCA) is allowing implementation of a sub-regional policy survey, after contact established with CORAF/WECARD (the West and Central African Council for Agricultural Research and Development, based in Dakar, Senegal).

The GRPI Team conducted follow-up actions during 2003 to analyze options to launch the project, based on the coordination established between Bioversity, CORAF/WECARD and GRENEWECA (the Genetic Resources Network for West and Central Africa). As an outcome of these actions, activities are being implemented during the period 2004-2005 under an agreement between CORAF/WECARD and Bioversity to conduct a policy survey and sponsor the creation of a sub-regional '3M' team to guide actions in WCA.
 
 
 
 
 
 
 
   
   
   


Objectives

The specific objectives of this component of the project are:

To collect, collate, exchange, analyse and disseminate information as well as to facilitate the collaboration and awareness creation on GRFA legal and policy issues at sub-regional level.

To strengthen the capacity in GRFA policy making, implementation and research within the sub-region in order to support related national efforts.

To identify critical legal and policy issues, gaps and priorities related to GRFA in the sub-region to facilitate and conduct relevant research.

Activities in implementation

Execution of a policy survey in WCA through the coordinated efforts of CORAF/WECARD and GRPI. This is an activity that started in the second half of 2004 and finished in mid 2005. Several scoping missions, interviews and meetings took place in Senegal, Nigeria, Benin, Ghana, Cameroon and Congo, to compile the information that formed the basis of the policy survey.

A GRPI-WCA Programme Officer based in CORAF’s Headquarters was hired in February 2005 to facilitate and implement the activities in the sub-region.

Establishment of a sub-regional task force with representatives of relevant stakeholder groups to oversee the implementation of GRPI-sponsored activities. The Programme Officer visited several countries in the sub-region, and - under the guidance of CORAF/WECARD and the GRPI Project invited selected sub-regional institutions to establish such task force.

Organisation and hosting regular task force meetings. The first meeting of the GRPI-WCA Task Force took place in Dakar in November 2005.

Preparation of a work plan for activities to follow-up on the survey. Such work plan was presented to GRPI's ISC during its meeting in Nairobi in November 2005. It is expected that the proposed follow-up activities will start in early 2006.

Organising a team-building/capacity strengthening workshop for the members of the task force and additional representatives of other organizations related to policy-making. A report will be produced at the end of this workshop assessing areas for potential future work. This is an activity planned for early 2006.

Production of a report on the outcomes of the activities achieved in Phase 1.

Commission research on sub-regional policy issues. This research will complement the survey process in terms of addressing the needs and gaps identified in GRFA policy in the sub-region.

National and sub-regional partners are making contributions in kind. An International Steering Committee (ISC) provides strategic and operational guidance for the project.
